Queen's Jubilee Celebrations, 2012

Glenfield Parish Council is supporting the Glenfield Millennium Green Trust's celebration of the Queen's Diamond Jubilee.
A celebration will be held at the Glenfield Millennium Green on Monday June 4th. There will be a Picnic on the Green from 4.00pm to 6.00pm, which we hope families will attend. Take your picnic, a gazebo (it might rain!) and share the day with friends. Races for children (and their parents if they feel energetic) and team games such as rounders or kwik cricket is just some of the fun that is on offer. There may also be a the chance to take part in basketball and a penalty shoot-out. Take your own games, ask others to join in or simply relax and watch what is going on.
The council are arranging an accompanied walk that takes in some of the sights around the north side of the village. The walk will start at 2.00pm, on the 4th June, from Glenfield Meadows, the parish council's wildlife area just across the road from the Millennium Green (meet at 1.45pm.) The walk will pass a couple of local 'watering holes', provide short cuts back for those who might tire, and arrive back at the Millennium Green in time to join in the 'Picnic on the Green'. There is no need to book, just turn up and enjoy the day! The walk has very little 'uphill' and is mostly on footpaths, but please remember to wear suitable footwear and clothing.
From 8.00pm you will be able to take a barbecues onto the Green for the evening festivities. A Jubilee Beacon will be lit at 10.00pm.
Look out for more details for all events during May. Information will be posted on village notice boards, in shops and on the parish council website.
Wilson Bowden Development - Glenfield Park
Re-design and public exhibition
Most residents will be aware that Wilson Bowden Developments have obtained planning permission from the Secretary of State, Eric Pickles, for 250 homes and some 25 hectares of industrial units and a commercial centre on Kirby Road in Glenfield. Blaby District Council and Glenfield Parish Council had opposed the planning application, along with numerous residents.
Glenfield Parish Council decided to meet with Wilson Bowden Developments to try to get some changes that would reduce the impact on existing residents, in other words "to get the best deal for Glenfield".
We are pleased to be able to advise you that a series of constructive meetings have been held and that Wilson Bowden Properties are going to submit a revised plan to Blaby District Council.
Proposed changes will increase the area allocated for new homes, whilst not increasing the number of homes being built. This will enable homes that are more in keeping with the village to be built and reduce the area dedicated to commercial buildings.
An area of concern expressed by residents was the introduction of a commercial centre immediately behind existing homes. The revised proposals would see this centre relocated to near the island that provides access to the A46 and M1. The relocated centre would occupy more land but would also not increase in size from the original proposals.
Other suggestions put forward by the Parish Council include changing the permitted type of commercial buildings so that there was potential for the building of a leisure centre, perhaps with a swimming pool, and possibly a hotel, but with restrictions on height and design.
Prior to submission of the changes Wilson Bowden are to provide an opportunity for residents to view the changes and pass comment. This event will take place at Park House on Stamford Street on Saturday 14 April 2012, between the hours of 10:00 am and 6:00 pm.
Wilson Bowden are developing a web site to provide further information. (Go live date is 14 April 2012)
Residents will see workers in the fields in the very near future. This will not be the
start of the development. It is part of the archaeological work that the developers have to undertake prior to the start of building work. Some 2% of the total area has got to be examined.
The history
Glenfield Parish Council is disappointed that the Secretary of State Eric Pickles MP has approved the appeal by Wilson Bowden Properties. In the opinion of the Parish Council this development will blight Glenfield by adding 250 homes, over 100 acres of industrial units and another commercial centre, all on green wedge land. The Parish Council also believes that the associated traffic will further blight the area and cause major congestion.
There has been a high level of public opposition to the proposals. Glenfield Parish Council objected to the proposals as did Blaby District Council, the local Planning Authority, and Leicestershire County Council. It would appear that neither Localism nor the Big Society apply in Glenfield and that large developers, with the support of Central Government, are still able to ride roughshod over local opinions and concerns.
The Secretary of State Eric Pickles MP made the ruling in a document dated 24 October 2011. There is a Right to Challenge, but it would appear that the legal process has been followed and there are no blatant contradictions. The Secretary of State acted upon the Inspector's report, which contained a recommendation to allow the appeal. (Inspectors report Part 1, Part 2 and Part 3. The conclusions start in Part 3.)
The following is the story to point of the appeal ruling:
The Public Inquiry into the proposal by Wilson Bowden Developments for some 62.2 hectares of housing and industrial units on green wedge land within the Parish of Glenfield has now closed. On the final day of the hearing Glenfield Parish Council put before the Inspector its closing submission.
The Inspector is now considering the evidence before he provides papers to Eric Pickles MP, who will decide the fate of Glenfield. However, we have also written a strong letter of objection to Eric Pickles and also to our local MP Stephen Dorrell.
In the June 2011 Special Edition of the Parish Pen you can read about our summary and a request for your support in trying to protect Glenfield from the extinction of its green boundaries.
